I see so many stray cats and dogs in horrible condition. How do I help? Is there a hotline for rescue? I have one mamma cat with a very small kitten where I reside. The kitten is probably two days old and needs immediate help. There are male cats wandering around waiting to eat the little one and mamma cat is distressed. Can anyone tell me how to get help?

Here in Chennai for about 4 weeks and want to drive around the city. Issue is I only have a valid US driving license. How do I get an international driving permit here? Anyone have ideas (legit) to acquire one quickly? There are some websites online that state I can get one in 5 minutes if I pay a good amount. I do not know if I can trust those.
