Department of Veteran Affairs Health Professional Scholarship Program (HPSP)

Im curious if anyone has experience with the VA HPSP, recently there is a new per diem hire who is a VA HPSP recipient however, has had a terrible experience with the process. He was told he would be appointed to a position within 90 days of becoming licensed and that period has now passed. He has applied to over 30 positions nationwide as instructed by the hpsp team, even though the contract says he will be appointed. He has not had any success securing a position although he has completely fulfilled the section of his responsibilities as outlined in his signed agreement .We hired him per diem for now but would like to bring him on board full time.

The biggest issue is we cannot find information online about the success rate of petitioning for a waiver. He has submitted the paperwork to the Under Secretary of Health, his state senators who are actively inquiring on his behalf, and is now waiting for a response. Has anyone dealt with this situation and navigated securing a waiver of obligation due to breach of contract by the VA? He currently is pursuing a full waiver (no service obligation or payback) due to his fulfillment of his responsibilities and the breach being on the VA's end.
