The Maquis... Citizens of the United Federation of Planets, a society with near LIMITLESS resources, with numerous ways to transport those resources, are angry they have to move to a new planet to colonize cause of an agreement the United Federation of Planets made with the Cardassians. Problem... moving would be a minor INCONVENIENCE for them, given how easy it appears to colonize or tera form a planet. It's nothing. I think the Maquis took what they have for granted.
