
Consulate playing games: They care about my nationality, not my residence.
I'm a Paraguay citizen living in Massachusetts as a green card holder (for 10 years now). I hold a previous Chinese tourist visa from 2019. Now China won't give me a visa because of some dumb rule they just made and is nowhere to be found on their website. I'm supposed to apply to the New York Consulate. Who's to say that if I apply in São Paulo, they won't tell me that I live outside their jurisdiction once they see my address? It's your residence that determines the jurisdiction under which you need to apply for a visa, not your nationality (according to their own website).
Any advice? I already applied two times, the second time with additional evidence of residence (electric/gas bills, bank accounts, drivers license, and green card), but both failed the COVA preliminary review. My trip is now coming up in 15 days.
