I’m reading through the ARRL’s Grounding and Bonding and went hunting for my home ground. I found this near where the electricity comes into the house. Is this the ground? And, related, how concerning are all these wires sticking out here that are decidedly not connected to this bonding connector??

Note, this is a rental and a new construction home that was just built a couple of years ago. We were the first to occupy it.
