Opinions on having a 2nd grader repeat the year?

I am a parent of a 7 year old boy finishing up 2nd grade. He has a late July birthday so he is one of the youngest in his class. He has consistently had trouble keeping up with class work during the day and either has to complete it with the teacher or it comes home as additional homework. Every year since K we have been told by his teachers and school admins he’s a little behind but he’ll catch up next year. This year he has made great strides and went from not being able to read to reading out loud on his own but he still has trouble with comprehension. He’s at grade level in math except for word problems related back to the reading. He’s was recently diagnosed with ADHD and I want him to be evaluated for disgraphy due to consistent issues with writing skills. What are the real chances that he will be able to catch up in 3rd grade? Is it better to get the 504 and potential IEP in place and try 3rd grade, or do that and have him repeat 2nd? The research I have found is very mixed and our school is incentivized to continue pushing kids to the next grade so I have come to distrust their opinion. What have any of you seen as teachers when a student repeats a grade?
