I am a VAT registered sole trader in the UK. I want to purchase an item from another individual in Spain. They are also VAT registered in Spain.

My question is, do I pay that individual the VAT they are charging (21% in Spain) and then when I have it delivered I then pay UK VAT charges too? How do I go about reclaiming the Spanish VAT, just like I do normally with my VAT submissions??
