The couple in our building with the most police noise complaints against them just put a sticker over our elderly neighbour's buzzer to stop the "annoyance" of the care team sent from Edinburgh council from buzzing in the morning (around 10am).
What's to do when a neighbour is preventing access to social carers coming to someone on the stair? Someone is clearly raging at them, but what can actually be done?
