We had some hail damage and selected a roofer to replace our roof. We had been meaning to hire someone to replace some rotted fascia and soffit, so we asked this roofer if they could add the repairs to their scope and they agreed. However, the roofer said in order to fix the soffit and fascia we had to pay for new gutters as well.

The roof has been now been fully replaced, and then last week they “repaired” the fascia and soffit. However it was poorly done, the roofing manager we have been talking to immediately agreed when he did his inspection. He sent a different crew out to redo the soffit and fascia repairs.

However, the second time they did the soffit and fascia repairs, they reused the new gutters. Took them off the house, laid them in the yard, and put them back on.

Was I lied to? Did we not need new gutters, and the roofer upsold me or saw an opportunity to make the roof replacement easier? Or should we have gotten new gutters a second time, and the re-repairs were inadequate?

And if I was lied to, what is my recourse now? I still have not paid them for the fascia and soffit work, but have paid for the new gutters.
