Unlocking Fireball IV

I’m level 35, in the Alvanese Summit and my Alchemist still doesn’t have fireball 4. I don’t have any outstanding quests for him that I can tell. Kind of difficult after update 8.

Any thoughts? I read somewhere that I needed Obsidian, but I have that.

I love my truck! I love that it is paid for and runs great! I would really like to upgrade some of the tech in it (better backup camera, parking sensors, etc.) and was wondering if any of you have any recommendations? I'm even open to changing out the factory Infotainment system if that helps. Thanks in advance!
