Let's negotiate

When I'm on my Life server, specifically the Aquatic Realm, when my friend tries to join, it gives a warning that it's a restricted area and he can't access it, even though I've already given him all the necessary permissions so that he can enter.

Does anyone know how to solve this? He plays on Xbox and I play on PC.
