Web app video is super choppy, anyone else have this issue?

I tried video as low as 240x180 at 15fps. Tried both h264 and h265. Extremely choppy. Anyone also having this issue?

Web app video is so choppy

I created a web app to play mp4 videos. The videos are 720x480 and all playback is extremely choppy in the meta display. On desktop and mobile they are totally smooth. Something I am missing about video playback or encoding?
