Which of these to ways of writing the same idea makes the most sense?

What im asking here is which makes the most sense both theoretically and for an eventual musician to play? I feel like the first one makes more sense to me, since the melody-notes are on every quarter note, and not every fourth sixteenth note, but is there a "correct" way to notate this, and other, similar ideas?
