Would Model Trains be sentient in Thomas?
I don't think they will. If an engine is smaller than a Miniature Live steam engine, then they cannot be Sentient. Point is, you won't want your toy cars to be alive, wouldn't you?

For me, if a vehicle is unpowered and it's not a piece of rolling stock, it cannot be sentient. If it's powered and can carry people, it can be sentient, but powered vehicles that cannot carry people (Such as Mowers, Model trains and RC Cars) cannot be sentient. Cranes, Owen, Annie, Clarabel, Henrietta, Judy, Jerome, Rocky, Toad, Bradford and the Troublesome trucks are exceptions to these of course.

I do not plan to make a piece of Thomas fan work featuring any Thomas Music, but if i had to guess, the Main themes (Like The title one) could get you a copyright claim. This Video (The INSANE Universal Studios KNOCKOFF You NEVER Heard of - Movieland Studios - YouTube) originally featured the Thomas theme in the scene where the Delorean gets destroyed when the guy talked about the park's ripoff of BTTF, and that got me wondering, In what uses could the Thomas theme or any other Thomas music tracks give you a copyright claim? I'm just wondering
You all know that the Southern railway EMUs had 3-Letter codes as their classifications, such as 2HAP, 4CIG, 4VEP ETC. Now what if we were to apply that to every other DMU and EMU in the UK? Well, here's what i think it will look like

Second Gen
