During a math test today, the person next to me was using a phone under the desk. This is explicitly not allowed and looked like cheating (I say "looked like" because for all I know the person was texting a romantic partner or something).

Considering it both ethically and pragmatically, should I report this? Cheating devalues my own grade (which I work very hard for), but I am not the test police nor do I want to be.

Thoughts?
