Kumo and Iwa were using their most valuable weapons against Konoha, one of the Kumo ones was a perfect Jinchuuriki, Kiri was looking for one to be their vessel until they found Rin, Suna probably used Shukaku at some point as well, all that while stupid Hiruzen was promoting teenagers prematurely to send them at the third war.

If weren't Minato, the most important war hero of Konoha by far the village would probably be cooked.

I know someone tried to kidnapp Kushina once but she was not a civilian, she was a Kunoichi of the most renowed clans of the past, with appropriate training maybe she could learn to control the chakra of her Bijuu, defend herself and her village.
