Snapped this cutting off of a mature tree. What steps do I need to do to get it going. Cut the end and have it in water right now.

This guy had a hard time thru the winter in zone 9b Northern California. What do you think? Hasn’t done nothing in a few months. Trunk and branches are still solid, no watering at all, although heavy rains last week , sits in sun all day. Do you think it will survive?
