The list is based on how influential their racing career and legacy as a race horse in general. It's not just about achievement, but also about fan favouritism, cultural impact and legacy of the irl racehorse inside and outside of their racing career.

Some horses are missing but Deep Impact would surely make an SS while Lord Kanaloa and King Kamehameha in S.

Stay Gold is a unique case tho. He sired 6 G1 winners including the legendary steeplechase, Oju Chosan. But at the same time he mostly got overshadowed by other horses in the Golden Generation. So he could be from a B to an S depends on the context.
