You are to proceed at once to the western banklands of the Rhine, near the drowned meadows above Andernach, where repeated reports have been received of armed men emerging from the river by night. These men are described by local authorities as dead soldiers in Prussian uniform.
The Special Commission does not recognize witchcraft or superstition.
You will determine whether the phenomena in question are to be attributed to enemy agents, counter-revolutionary superstition, organized fraud, desertion, or other causes prejudicial to public order and the authority of France. You will restore confidence, seize relevant persons and papers, and submit a formal report.
