Is this cottonwood rotting from the inside?

Hello! I’m looking for opinions about the health of my cottonwood tree (populus deltoides). The tree is in the greater Montreal region in Quebec, Canada. It has been there for at least 40 years, but could be older. It gets lots of sun, and water from the rain.

Hydro-Québec (the electricity company here) inspected the tree a few weeks ago and declared that it was rotting from the inside and had to be cut down. We had the tree pruned 2 years ago and we were told the tree was fine for at least another 10-15 years so we are a bit confused. We want to make sure we cut the tree down only if it is really rotting and not because Hydro-Quebec wants to protect their power lines. We are also considering bringing in an independent expert for an additional opinion.

I’ve included picture of the whole tree, its base, the long vertical crevices/patches where we see part of the inside of the tree (and where we see the “rot”), and twigs (and their insides).
