Working with an architect

We have worked with an architect to remodel our home. We established fees based on an estimated reno cost of about $350K. We went ahead and paid for all kinds of permits (city, water school district etc. to about $10K). Then, the architect asked for bids from contractors. Bids came in at 825 and 650--way beyond budget. Now, there has been a re-design and scaled back and a contractor bid in the zone. However, we are having to re-pay for permits. The architect didn't monitor time limits or his overdesign for the budget. Is this common? We started this process 3.5 years ago.

I ordered citrus rootstock and scions from CCCP. The rootstock is really thin, like a kid's watercolor brush thin. The scions are thicker. Do I do a reverse cleft or do I just wait to let the rootstock grow thicker and sacrifice the scions (or try on another citrus)?
