Looking for a $500 Gaming PC

My brother is looking for a $500 gaming PC that can be used to play games like Fortnite or Rainbow 6 Siege. It's ok if it goes a little past budget because I know that $500 isn't that much anymore; but it needs to stay within $650 AT THE MOST. He's specifically focused on gaming, so he wants better CPU, GPU, and RAM over other components. We will be buying from the U.S. and he already has all the peripherals he needs. Preferably it can run the previously mentioned games on 60 FPS with a 1080p monitor, and it's okay if the graphics aren't crystal clear.

Also, here's a side question: If I gave my brother 16 GB of my RAM (this is the link to my PC), would that be an effective way to avoid current RAM costs, or is this a bad idea? Thank you for your help!
