Curious about the way people shop/hoard in Orlando?

I’m on vacation here with my kids. We did the normal tourist stuff, Disney, etc. but decided to check out the outlets while we are here. There’s a Victoria Secret that offers substantial discounts and SO many people in there were buying like 20 of the same item. They had literal wagons full. I’m guessing they’re just reselling this stuff online or something for a higher price? We also went by a Ross Dress for Less in the Vineland area and it was the same. Several people buying 20+ pairs of shoes and carts filled to the brim with clothes. I’ve never seen anything like that where I’m from. What surprised me was it seemed like the majority of the people in both stores were shopping this way. Is this just the norm for the area? Am
I correct that they’re just buying to resell?

Thanks in advance for the insight.
