Tell me How much?

I am visiting NYC on 4th of July Weekend &staying at Hampton’s Inn on the 41st Street ( Near Times square)with my wife. I am travelling from India and its my first time in the USA, How much tip is expected by the Housekeeping? I had a very bad experience at an Irish pub in Boston,where I left 3$ tip on a 30$ bar bill and the waitress got offended and gave me the money back while passing off a comment. I must say that 1$ in my country can get you a one time full meal for her it might have been less but for me that was 5x what we give back in my country. I dont wanna leave a bad impression on people ,so please help me out

Driving in the East Coast of US

I will be visiting USA for the first time anf pribably be driving in MA ,Fl(Miami->Keys).
Apart from right lane driving and left lane to overtake which is exactly the opposite of where I come from. I wanna know about some unwritten driving etiquettes like, In my country we give a single honk while passing a car to mane him aware that we are passing , is that tolerated in the US or its illegal? How strict is speed limit enforced, especially when I want to overtake someone who is already driving within the speed limit and yet I want to pass him since the road is clear. Drop all such etiquettes for better understanding
