Paralysis by Analysis - Help!

So I’m running a campaign for a group I’ve played with on and off for about twelve years now. There’s not an issue with the group, they’re great and they make every session incredibly fun for me.

So this time we started out at level 10. The party served in the military together during the War of the Spider, a long conflict that ended with the sacking of Menzoberranzen and the death of their insane dictator. It’s a few months later and the party have been summoned to the capital to help investigate some strange deaths.

Long story short, they’ve discovered the head of House Baen’re is not dead, and is actively attacking the capital through minions. And then they get the kicker: he’s not in charge. He’s working for an ancient meteor dragon. And this creature’s objective is to steal the capital city Brainiac style and store it in his lair forever.

The party is basically standing around arguing about what they should be doing. Should they investigate the ruins of Menzo to look for Baen’re? Go to one of the sites of an ancient city that supposedly vanished long ago according to legend? Stay at the capital to defend it in case the dragon strikes?

And every time I try to dangle a clue they get more indecisive. Ideas? Suggestions? Am I just dumb?
