What if US Congress wasn't able to override Andrew Johnson's vetos?
Johnson was a mixed bag. He wanted to hang the generals of the Confederacy but he also didn't want black voting rights (or any other civil rights) to be a federal issue.
If he got his way, how does history play out differently in the short term and long term? On OTL, black people had effective civil rights from 1865 to 1876 (that was the end of Federal enforcement, they lost civil rights slowly after that), then again starting in 1964. Would black people have ever gained equal rights? Perhaps they do, but starting at a different time?
