Checking out time problem

I’m the Head Housekeeper. Check-out time is at noon; if a room doesn't have a "Do Not Disturb" sign on the door, at what time is it appropriate to knock? Or should we not knock at all until noon? I was cal my attention because a housekeeper knocked on a door at 9:30 a.m.—the guest was still inside but didn't have the sign up—and then she came back and knocked again after 11:00 a.m. When the sign is displayed, we don't knock until after 12:00 p.m. And my boss was really angry about that, even though all my cleaning reviews are always perfect 10s; he told me I wasn't doing my job right just because one of my crew member knock a door.

Head of housekeeper here

What can I do differently to make the rooms feel more luxurious? Can you give me some tips on things 5-star hotels do that cheaper hotels don't? I try to help the housekeepers as much as I can—I clean around the pictures and mirrors—but I’d like to do more to make guests feel like they’re in a luxury hotel.
