A better quality video of the recent sighting from Jordan. Any thoughts?

Place: Al-Thaleel, Al-Zarqaa, Jordan
Was it commented upon by the local military or other witnesses? It appears there are at least two other witnesses seeing the same thing, could someone who speaks Arabic discern what is being said in the video? Especially closer towards the end
