Contractor Quit and Radiant Floor Plumbing unfinished

Clarification/update: our contractor that did this was not a plumber but the homebuilder. The photo is from a few months ago before they poured concrete, an updated photo is in the comments.

So the title says it, our contractor/home builder walked off the job (yes that’s a separate breach of contract legal issue) but the bigger issue now is they didn’t complete the radiant floor system. How they described it the sun from the windows would heat the floor and the tubing would be on a closed circuit but that hot water to could be supplemented if it got to cold. Our new contractor is great but both he and the HVAC guy are perplexed on how this is supposed to connect and what all is needed.

Additionally we’re supposed to have a water filter (well water) our only waterlines are the blue inflow and the red floor line… Any help is appreciated.
