Noticed some cracking/flaking of the mortar around our exterior basement windows. We haven’t seen any signs of water getting in but is this something we should be proactively fixing? And if so how - more mortar or caulk?

I’ve tried to repair this piece of grout from my bathroom tile a few times now but the patch always falls out after a few days. Any tips on how I can repair this correctly?
