Removing someone from family registers

I've run across several mentions of this, both in literature and news articles. It seems similar to the Western practice of disowning someone, but with deeper practical and cultural implications. What are the actual consequences of being removed from your family register? Does it make it harder to get identification or a bank account? Is it harder to get married or do business? Also, is the process as simple as going down to the registrar's office and crossing out a name?
