Va nurse pay negotiation

I would like to negotiate the pay I was offered in my final offer. For context: rn for almost 20 years, MSN, director level experience with organizational quality improvement initiatives, chair of hospitalwide committees, board member for a state nursing group, appointed officer within the hospital for something joint commission requires. My offer is Nurse 2 step 4. I would like to ask for more money, so would it be better to request a certain salary amount, or request a certain nurse level and step? Also, any thoughts on the odds of me getting more money if I negotiate successfully? Thanks!

I received my offer today and it was much lower than I expected. I have almost 18 years of RN experience, an MSN, Director level experience, charge nurse, preceptor, house supervisor experience, chair of organization-wide committees as well as member of several organization-wide committees, appointed to an officer position within the hospital by the CEO, lead for all things regulatory, and have coordinated several improvement initiatives. I was offered a Nurse II Step 3. I plan to negotiate and hopefully get at least some more steps. Any advice, or does this seem reasonable for my experience and skill?
