I have spent about 4 billion gold trying to roll and all skills affix on my amulet, and I have yet to get one. I already have shock skills added from the cube, so I have been enchanting my amulet trying to get all skills, but no luck at all. Is there something I am missing, or am I just crazy unlucky?
I got just a 2 GA Mlor of Threefold, which was 10% total armor and potion healing. When I went to equip, I got this message saying skill is unavailable. Is there any reason why this is?

I have the shredding blades aspect maxed out, but when I I tried to upgrade it to my boots, there was no change whatsoever. Am I doing something wrong, or is it a bug?
I can only add one picture, unfortunately, but the maxed number should be 20% (as I have that in the codex), but again, there was no change when I tried to upgrade.
