To Apply For Masters or Not ?

Im a Canadian 2022 grad with 3 years of full time experience and 2 years of co-op experience all within project management/ Finance Tech consulting. My long term goal has been to try living in the USA as i believe it'd expand my social, career, and networks related to my other hobbies in the longrun, specifically NYC or LA. Currently im struggling to get any interviews with US based companies, even with trying to switch internally within my current company. Should i take the plunge and apply for a in-person 1 year USA masters program (not MBA) with OPT , or focus on getting a job there first ? Even most masters in the US are minimum of $70k CAD.
