Why are these images blurry? Is this an autofocus issue? Image stabilization? Or skill issue?

Nikon Z5 + Tamron 70-300mm f/4.5-6.3. Handheld.

300mm at f/11 and 1/800s and ISO at 800.

Shutter priority mode/ AF-C/ AF area- Wide/ Spot metering.

300mm at f/16 and 1/640s and ISO at 800.

Shutter priority mode/ AF-C/ AF area- Dynamic/ Spot metering.

I haven't edited the photos in any way. I just exported them from RAW to JGP.

Any suggestion/ critique is welcome. TIA
