Why doesn't he have a weapon

I'm in book 3 right now and a bit frustrated about Arthur's combat abilities. Do I understand something wrong? He still has a huge pile of money from the prince. So why is he standing im front of a dagger thinking about stealing it, because I quote:

"If he had weapons, he wouldn’t need combat cards."

Instead of just buying a damn sword or dagger or whatever. Am I missing something? I don't get it.

I also dont understand why he has no combat cards. Couldn't he just buy uncommon combat cards?

He stole a uncommon 'You can use every weapon in the world and tools too' skill and now he has a rare skill, that let's him trow pennies?
