I have played so much, all meta upgrades were bought, cleared all main missions, but i never ever got Diver's manual in the supply pod, why is that?

I remember rolling that during early access, but after 1.0 i never saw the Diver's manual again, and i made sure i unlocked the manual in the new save too.
