Picking up city compost in Worcester MA and this old man asked me what I’m growing. I told him flowers and he responded “these make great flowers” haha! Can I grow outside with my veggies?

I got a 4 in 1 cherry tree that is not blooming. Anyone knows why? Also, how do I prune the plum tree? When and how many times? Thanks!
