I'm not begrudging Claire being a violent mob boss, and I know his self-interest is a double bluff to make Wild Pines underestimate him and his very real communist fervour. Many of his desperate moves, like extorting local businesses, employing Measurehead, even risking an outright war - these are harsh, but necessary measures to ensure that the workers get the means of production. But that's not all he does; the docks are the centre of a large drug smuggling ring.

The Docks deal in drugs, and he confirms that he plans to make that a primary revenue source when he steals the Docks from Wild Pines, but defends himself by saying he's keeping drugs limited in Revachol and will sell them mostly to other places. I'm sure communism is very different in Disco Elysium, maybe Marazov was a nationalist communist, but poisoning the workers of other nations so your own workers can get ahead... honestly, that strikes me as Moralist.

Yes, they will profit from the destruction of other communities, and it will be ok, because the new normal, the workers possessing the docks, will be maintained from this misery. And with Revachol standing as a beacon of communist success, these other destroyed communities, will be able to make their own incremental progress towards communism.

It's an ironically ruthlessly nationalist way of securing his power, the utter disregard he holds for foreign workers he's going to poison.
