If you look at national agencies like NTSA, NCA, KPLC, NSSF, KRA alongside ministries, county governments, and various regulatory bodies, you get the feeling that much of what they do revolves around collecting fees, permits, penalties, and compliance charges. In fact, they are extremely efficient at revenue collection.

But ikifika matters of accountability and actual service delivery, that’s where many seem to draw the line.
