I want to adopt a cat, so I was filling out an animal shelter adoption form and saw this question:

“Wenn nein: Gibt es einen Balkon, wo die Katze gefahrlos raus könnte?”

Before this, they ask whether the cat would have access to a garden. If the answer is no, they ask this question instead.

My German is very poor, so I’m confused about what exactly they mean here.

Are they asking:

"whether the cat can safely go onto the balcony"

or

"whether the cat can go outside/free-roam from the balcony?"
