Tokyo vs Osaka for a short trip purely for shopping?

Hi everyone. Bringing 3 girls (12,15,17) to Japan for a short 6-8 days trip in June. We have the option of flying into NRT or KIX. They haven't been to Japan before and I have gone only for work, last time was years ago.

The main purpose of this trip is shopping 🛍️. The girls have specifically requested no or very minimal sightseeing because they have museums, landmarks and cultural attractions fatigue from previous holidays with lots of sightseeing. I'm on board with that.

They love to shop and want to buy everything. Clothes, skincare, fun snacks, stationery, Anime figures, Sanrio merchandise, Pokemon, etc. They also want to eat good food (not picky eaters), chill at trendy cafes and go to at least one theme park.

I'm sure there is great shopping in both cities but we still can't make up our mind where to base ourselves in. So far there's no one deciding factor. They're fine with either Disney or USJ, no particular preference.

So I just want to know: which city is better stocked up for teenagers shopping?
