Is it normal for plastic dolls to feel oily on winter? What can I do to take care of the plastic the right way?

My apologies if the submission isn't in the right format!

My sister has had this doll for almost 20 years and she takes good care of it.

After some research we think she's a Zapf Creations Rock-A-Bye Chou Chou from 2002

Last year we moved to a different country (it's currently winter here) with a harsher climate than where we were born, and she's noticed that last year and this year the plastic gets white marks and feels oily on winter.

Should we worry? How can she best take care of the plastic? We saw many very different ways to take care of oily plastic and she's worried we'll damage the plastic if we use the wrong one, I figured it would be best to ask dolls collectors for their input.
