Do Japanese not wash their hands with soup?

During my 4.5 week vacation to Japan, i have not seen a single japanese in the toilets except most foreigners wash their hands properly - they just dip their hands and go even when the soap is available..

They do everything else perfectly, they keep their streets exceptionally clean, bow at the right angle, etc...

This is not post against Japanese, they are exceptionally superior in culture. I am just curious if this is always the case...or maybe i was unlucky to not see those japanese that wash with soap during my stay..

But I have seen too many japanese not washing hands with soap that i don't know what to feel...

I am a guy, so i am talking about male japanese.. i am not sure about the females. I believe they are cleaner.
