Am I going insane? RE: Western line

Are trains 20-45 mins late everyday now? I've been seeing this state of things since January and by God there's like three days in a month where the train will be only 5 minutes late otherwise they're all constantly late by 20+ minutes .What's going on? What's happened to western railway? It used to be the most efficient form of transportation and now you need to start calculating hours beforehand

Saw this on the train, tell me what it is?

I have been travelling in locals for years, and like most others do, I look at the drawings and posters on the train walls to entertain myself (Yes, including laughing at the penises drawn in ladies compartment, hoping it was a fellow woman being hilarious. Yes I find dick drawings funny)

Saw this sticker, is this actually about Volleyball Federation India or something else?
