After the wind events and power outages this past year, there were a lot of people saying Xcel should be moving the electrical system underground. It appears that they will be doing at least a little bit of that. Xcel Boulder Undergrounding Projects

I'm not defending Xcel. Obviously this is a drop in the bucket. I am guessing they're doing this section because these above-ground power lines serve neighborhoods that already have buried power lines to the homes.
