I have great PC specs, rtx 5070, ryzen 7 7800x3d, 32gb ddr5, yet sometimes my game lags slightly, drops to 36 frames and doesn't go up no matter what till i restart my game, any way to fix this?

My most important settings i can list from the top of my head is MSAA disabled and textures medium, I assume it falls a bit due to the sheer amount of mods i have but once it falls it just refuses to go back up.
