You can bring security bypasses from Railjack Survivals to a Relay.
Don't ask me how I got it, but I was in a Railjack Survival and it was inside of the Railjack;
my best bet is that there were Corpus on the ship when we entered the Survival portion, which still were on the ship after we left (no NPC crewmates on the ship to take care of them) and one must've dropped it.
