Can the Mac Mini be used with a TV as the display/monitor? (I can’t find flair if it breaks the flair rule - sorry! pretty infrequent redditor here!)

I am looking into getting into video editing & livestreaming. I am just starting out and using a capture card to send the video from my console to the computer. I don’t really have a computer though and wanted to look into getting an apple computer because I already have iphone, ipad, airpods, etc. I’ve tried them at the apple store and took a liking to them. I am trying to keep costs down. I don’t have a lot of space and because I already had the iPad for any on-the-go web browsing and stuff it seemed like a no-brainer to get a desktop mac. The iMac is quite large and would have to replace the TV on my desk and I also found it to be more expensive with the built in display. I checked out the mac mini and it seems it fits everything perfectly. I found a listing for an M1 with 16gb RAM & 256gb. I think that it will be good as a starter computer that will last a while as i’m only using 1080p video (and the capture card doesn’t go higher) I also would not have to worry about a cracked screen or low battery health. I would get an external hard drive later when it gets filled up. I also found a used magic keyboard and mouse for a good price too. The only thing left was a display. Would the mac work via hdmi to a 20 year old tv? it’s like 20” and on my desk so i’m not worried about text readability or smart tv airplay problems. I just want to know if the display will go together and if this configuration is good?
