At mil tech 16 with 30 combat width, what's the best way to stack my army as moscov?

I’m newbie in eu4, and I cannot understand how much stronger my army should be compared to theirs, or around what year I should attack them. I already know that I should fight them in forests, but I can’t gain the advantage there because they’re allied with the Uzbeks, Crimea, and other hordes, so their army end up being larger than mine
